Online bingo is legal in Bulgaria and falls under the category of numerical lottery games regulated by the Bulgarian Gambling Act (1). All forms of gambling including online casino games, sportsbooks, poker, and bingo are permitted in Bulgaria under strict regulatory oversight (2). The National Revenue Agency serves as the primary regulatory authority responsible for licensing and regulating the entire gambling industry after taking over responsibilities from the dissolved State Commission on Gambling in August 2020 (2).
A license for organizing online gambling including bingo may be issued to commercial companies registered in Bulgaria or another EU Member State, EEA country, or the Swiss Confederation (1). Online betting licenses require that communication equipment and central computer systems be located on the territory of Bulgaria or another EU/EEA Member State, and operators must maintain open accounts in banks licensed in these jurisdictions (1). The central computer system must have registration and identification systems for participants, with real-time transmission of information to an NRA server for simultaneous monitoring of game sessions, bets made, and profits paid (1).
"The central computer system shall have a system for registration an identification of the participants in the games, as well as a system for storage and real-time transmitting to an NRA server of information for simultaneous game sessions, the bet made by each participant, and the profit paid to each participant."
Bulgaria implemented major regulatory changes in May 2024, increasing the required paid-in capital to obtain a gambling license by 50%, from BGN 500,000 to BGN 750,000 (approximately EUR 383,000) (2). By January 1, 2025, online gambling organizers must implement measures to limit behaviors endangering consumers' health and finances, including maximum time limits spent on online betting sites (2). The legislation also introduced a total ban on gambling advertisements on television, radio, newspapers, and online media, while billboard advertisements are only permitted if located more than 300 meters from educational establishments such as kindergartens and schools (2).
