Online bingo is legal in Ukraine under the Law on State Regulation of Activity of the Organisation and Conduct of Gambling No. 768-IX, which regulates both land-based and online gambling activities (1). Under Ukraine's licensing framework, only Ukrainian resident legal entities can operate online gambling, with minimum statutory capital requirements of UAH 30 million (approximately EUR 750,000) (1). License fees vary by type, with online casino licenses costing UAH 39 million, online poker licenses UAH 30 million, and internet bookmaking licenses UAH 180 million (1). The reformed legislation introduces mandatory breaks during gambling sessions, spending caps, and playtime limits as part of responsible gambling measures (2).

The new law imposes extensive restrictions to combat gambling addiction, including a complete ban on gambling advertising except under strict conditions such as late-night broadcasts targeting audiences over 21 (2). Gambling payments must now be made exclusively through bank accounts, with companies holding tax or licensing arrears ineligible for licenses (2). Stringent sponsorship rules exclude military personnel and public figures from promotional activities, while companies linked to hostile nations are barred from obtaining licenses (2). Online gambling operators face an 18% tax on gross gaming revenue after deducting winnings paid to players, while all winnings are subject to 18% personal income tax and 1.5% military levy (1).
