Online bingo is legal in Lithuania and operates under a comprehensive regulatory framework established by the Gaming Law, which first regulated online gambling in January 2016 (1). The law authorizes bingo to be offered online alongside table games, slot machines, and betting (1). Operators based in the European Economic Area can apply for a license to provide online bingo services to customers in Lithuania through the Gaming Control Authority under the Ministry of Finance (1). Significant amendments that came into force on July 1, 2022, abolished the prerequisite of operating land-based gambling establishments, allowing entry into the Lithuanian online gambling market with only a dedicated online gambling license (1).
The Lithuanian parliament passed amendments to the Gaming Law establishing differentiated license fees and share capital requirements for various gambling activities (2). The amendments set a license fee of 0.1 million euros for bingo and betting shops, while companies seeking licenses for all gambling activities must pay one million euros as of July 2022 (2). The minimum capital requirement is 289,000 euros for remote betting, category B machine, and bingo operators (2). Lithuania has implemented strict measures to combat unlicensed gambling, including a new payment blocking law approved in January 2025 requiring financial institutions to block all payment card transactions from unregulated operators (1). The Gaming Supervisory Authority maintains a whitelist of licensed operators authorized to conduct payments and has blocked 1,809 illegal sites from 2016 to the end of 2024 (1).
