Online bingo is legal in Greece and falls under the Type 2 license category for online games of chance, regulated by the Hellenic Gaming Commission (1). Greece overhauled its licensing system for online gambling through Law 4635/2019, which amended the provisions of Law 4002/2011, allowing any interested parties to obtain fixed-term renewable licenses for the provision of online gambling (2). The Type 2 license covers casino games including online bingo and has a renewable term of 7 years, with applicants required to pay fees of EUR 2 million for both initial licensing and renewal (2).
There are currently 17 online operators holding licenses for online games other than betting, which includes online bingo operations under the Type 2 license category (1). The Hellenic Gaming Commission issued a public invitation on September 11, 2020, to apply for online gambling licenses in an open-ended process accessible to both prospective new entrants and existing operators (2). Provided that all conditions are met regarding technical and financial standing, fit and proper assessment, submission of performance guarantee, and payment of license fees, a license is granted by the Hellenic Gaming Commission within two months after receipt of the application (2).
"Type 2 license has a renewable term of 7 years and covers casino games as well as poker and its variants, both if they are played with the help of a dealer without an RNG and if they are based on an RNG."
Greek law prohibits persons under 21 years of age from participating in online gambling activities including online bingo, with stricter age restrictions for online gaming compared to land-based gambling (1). Taxes are levied across all regulated online gambling products at a rate of 35% on Gross Gaming Revenue, while player winnings are taxed using progressive rates with the first EUR 100 tax-free (1). Payment to participate and pay-outs must be made by credit institutions, payment institutions or electronic money institutions established in Greece or any other EU or EEA member state, with cryptocurrency payments prohibited (1)(2).
