Online bingo operates within Armenia's legal gambling framework, which permits various forms of online gaming activities for properly licensed operators (1). The country's gambling industry is governed by the Law of the Republic of Armenia "On Winning Games and Gambling Houses," establishing the basis for licensing, operation, and supervision of all gambling activities, including online gaming (2). The Ministry of Finance serves as the main regulator, developing policy and licensing requirements, while the State Revenue Committee monitors and enforces compliance across the sector (2).
Armenia has implemented significant regulatory changes effective January 1, 2025, requiring all online gambling operators to be physically located within the country (2). Under the new "Regulation of Gaming Activities" law, operators must maintain their servers, software, and hardware in Armenia to legally offer gaming services to Armenian residents (1). This legislation prohibits Armenian citizens from participating in gambling organized in foreign countries and bans advertising of such services conducted outside Armenia or on domains ending in .AM (2).
"The purpose of this Law is protection of interests of players by means of regulation of gambling activities in the Republic of Armenia, increase in efficiency of control of gambling activities by implementation of system of electronic control and establishment of mandatory technical requirements concerning game products according to international standards".
Licensed online bingo operators in Armenia must comply with strict taxation and compliance requirements that have been substantially increased in 2025 (2). Starting April 1, 2025, state duties for online gambling operators doubled, with annual license fees reaching AMD 600 million (approximately US$1.5 million) plus regular corporate profits tax (2). From July 2025, a new turnover tax model applies to all gambling activities, and operators must connect all gaming products to a unified electronic monitoring system for real-time government oversight (2). These measures aim to enhance player protection while ensuring transparent regulation of Armenia's online gambling sector, including bingo operations (1)(2).
